Start Entertainment on the Brink of Collapse After AUSTRAC Tables AU$400M Fine

Star Entertainment landed in hot water in November 2022 when AUSTRAC, Australia’s financial regulatory body launched civil penalty proceedings against the company. AUSTRAC accused the casino operator of breaking serious laws meant to stop money laundering and the funding of terrorism.  These aren't small slip-ups. This move comes just months after Star accepted a lifeline worth AU$300 million from Bally's Corporation and well-known Australian gaming mogul Bruce Mathieson.  AUSTRAC Targets Deep-Rooted AML Breaches In its filing with the Federal Court, AUSTRAC outlined a detailed list of what it says are some of the worst compliance failures ever seen in an Australian casino. They include: a) Criminal Associations The agency particularly noted Star’s ties to the now-closed Suncity Group which was connected to organized crime across Asia. Star reportedly ran 369 junket tours through Suncity. The company generated approximately AU$70 million in weekly turnover at its Sydney casino. Star allegedly kept the partnership going despite growing evidence of Suncity's links to criminal networks and money laundering. AUSTRAC claims the company ignored warning signs and prioritized profits over adhering to anti-money laundering rules. b) High-Risk Customer Credit Extensions The watchdog's case takes a serious turn with claims that Star Entertainment extended substantial credit lines to individuals linked to organized crime. Most notably, Star gave AU$266.7 million in credit to Suncity founder Alvin Chau. This happened despite intelligence reports linking him to criminal networks.  Chau was later jailed in Macau for illegal gambling. Another high-risk customer allegedly received AU$167 million in credit, yet Star's management was aware of money laundering concerns. AUSTRAC states that the company ignored its own warnings and skipped proper due diligence. c) Transaction Disguising and Capital Control Evasion AUSTRAC also accuses Star Entertainment of using clever tricks to hide the true nature of gambling transactions. One major scheme involved processing AU$900 million in China UnionPay withdrawals by labeling them as hotel expenses. The irregularity helped Chinese customers dodge strict rules back home. Star Entertainment also allegedly created fake letters to transfer nearly AU$990 million overseas. The company disguised the source of the money. AUSTRAC notes that these were part of a deliberate pattern and serious failures that deserve strong penalties. The Defendant Cries Poor Star Entertainment Group has pleaded with a federal judge not to impose the AU$400 million fine. The company warned that it would be forced into administration and potentially destroy the company.  Star's legal team argued that the fine would be a "casino killer." The attorneys said the company could only afford a maximum penalty of A$100 million. This amount is the total of its current funds and borrowing capacity. The company claimed any higher amount would cross the line from deterrence into financial oppression.  There May Be No Coming Back from the Mea Culpa The rising costs associated with ongoing investigations and legal troubles have pushed Star Entertainment to the edge of bankruptcy. There's little hope of recovery, unfortunately. The company was already out of funding options before Bally's and Bruce Mathieson stepped in with a bailout.  What once seemed like smart financial decisions by on-site managers may now be the very reason for Star's downfall. The choices could ultimately cost one of Australia's most iconic casino operators everything.

Stake Founder Bets Big on Becoming Australia’s ChatGPT Rival

Ed Craven is best known as the co-founder of Stake, a crypto-driven online casino that has grown into a multibillion-dollar entertainment empire. However, the gambling mogul has now shifted his focus to another high-stakes arena: artificial intelligence.  Together with systems builder Dave Lemphers, Craven is bankrolling MainCode, a Melbourne-based startup aiming to create Australia’s first sovereign large language model (LLM). Betting on Sovereignty While the Bitcoin-first casino revolutionised how players bet online, through seamless crypto payments, sleek design, and global accessibility, MainCode is chasing a different jackpot: building a homegrown AI to rival ChatGPT, Anthropic's Claude, and China's DeepSeek. The project isn't just another tech startup looking to cash in on the AI wave. According to Lemphers, MainCode has a patriotic edge, stating: We’re targeting the end of this year to release our first fully trained-from-scratch, sovereign large language model built entirely in Australia on infrastructure we operate and control. If Stake’s success came from offering gamblers independence from traditional payment providers, MainCode is applying the same philosophy to data and AI. The company’s mission is simple: own every line, borrow nothing. Lempher explains that if you don’t own the main code, you don’t own the system. That idea gave the company its name, MainCode, and its guiding principle. From Poker Hands to AI Patents Lempher’s backstory reads like the career of a professional high-roller, only his chips were patents and startups. A Swinburne and Monash graduate, he moved to the US in 2009, worked at Microsoft’s Azure and machine learning labs, and went on to found and sell three AI startups. By the time he returned to Melbourne in 2019, he had built a reputation as a heavy-hitter in natural-language programming. Craven, meanwhile, had already proven himself in gambling tech by disrupting the online casino industry with crypto wagering and live streaming integrations. If Stake was his moonshot in the casino industry, MainCode is his all-in bet on AI. Raising the Stakes Craven is MainCode’s majority investor, and while Lemphers won’t reveal the project’s exact cost, he concedes it’s a multi-million-dollar bet. Like building a sprawling casino resort, developing an LLM from scratch requires huge upfront capital: GPU infrastructure, data storage, training pipelines, and top-tier research talent. Instead of blackjack dealers and roulette wheels, MainCode is filling its floor with PhDs. Among them are former Google researcher Dr Amanda Baughan, University of Melbourne graduates Dr Fabian Waschkowski and Dr Lukas Wesemann, and RMIT's Dr Sara RodrÍguez Gómez. Lemphers said: We’re building an environment where Australia’s best emerging AI talent can do the most important work of their careers with high agency, real ownership, and access to the tools they need to move fast. In many ways, Craven’s casino empire is underwriting the “house” where Australia’s AI future will be played out. Foreign Dependence: Playing Against the House MainCode’s leaders see a risk in depending on overseas systems like OpenAI. Just as casino players know the house always wins, Lemphers warns that relying on foreign-owned AI means Australia is effectively playing at someone else's table: Embedded bias or toxic training data from upstream sources quietly influences downstream decisions. These systems don’t just answer questions; they shape judgment, logic, and strategy. MainCode’s sovereign model promises transparency and control, ensuring Australians aren’t subject to “invisible model contamination.” In gambling terms, it’s like auditing the cards before dealing instead of trusting a foreign dealer with a stacked deck. An Aussie Jackpot in the Making? The ambition isn’t small. Lemphers describes MainCode as a frontier-scale LLM, a phrase normally reserved for the likes of GPT-4. By building everything onshore “from metal to model,” MainCode hopes to ensure that Australian businesses, governments, and citizens can plug into a system aligned with local laws and values. For Craven, it’s another chance to gamble on disruption. Stake proved that an online casino built around crypto could attract millions of users worldwide. Now, MainCode aims to prove that Australia can compete in the AI race, not just as a customer, but as a creator. Stacking the Deck in Australia’s Favour If Lempher’s is right, the AI boom could be Australia’s “next mining boom”, a transformative industry that creates wealth, jobs, and influence. And just as Craven’s Stake shook up global online gambling, MainCode could shuffle the deck in AI. As Lemphers aptly states: We’re building this to protect both the public and the commercial fabric of Australia’s AI future. While the odds of success are astronomical, especially given ChatGPT's entrenched position in the AI market, if MainCode pulls it off, it will give Australia’s tech sector a seat at the global AI development table.

Lucrative Betting Scheme Exposed in Australian Sports Leagues

As reported on SiGMA news, A recent investigation by ABC News, a prominent Australian media outlet, uncovered a lucrative arrangement within the country's sports leagues. The investigation reveals undisclosed contracts that enable Australian sports leagues to generate significant revenue from sports betting, even involving matches with teenage players. Sports data scouts, who operate during live events, collect data shared with global sportsbooks. These scouts play a crucial role in expanding the range of betting options offered by sportsbooks. However, their access is only possible because the leagues permit it, as contractual agreements outline. While this practice is generally considered harmless, the revelation of secret contracts within Australian sports leagues has raised eyebrows. According to the investigation conducted by ABC News and its investigative branch Four Corners, organizations such as Football Australia, the National Rugby League (NRL), and Cricket Australia receive commissions from sportsbooks, amounting to as much as 17.5%. The NRL openly acknowledges earning approximately AUD 50 million annually through its involvement with the sports betting industry, while the Australian Football League reportedly accrues between AUD 30-40 million. These funds are primarily allocated to uphold the integrity of the sports and support non-profit developmental programs. However, concerns have been raised about the increasing influence of anonymous bettors on the games. Jim Simos, the president of the South Springvale Football Club, expressed worries about the lack of control and the potential risks associated with allowing people worldwide to place bets on games without any knowledge of the teams involved. The investigation also highlights the impact of this lucrative betting scheme on lower-tier leagues. In a recent match played by the South Springvale Football Club in the Victorian State League 1, which comprises mostly amateur players, a data scout from Sportradar was reportedly in attendance. The presence of scouts and the availability of betting lines on matches involving under-20 teams, some with players as young as 15, have raised concerns within the clubs and the broader sports community. The issue of undisclosed contracts and the increasing frenzy of betting activities in lower-tier leagues pose risks to the integrity of the games. The allure of significant sums of money being wagered on these matches may attract individuals seeking to manipulate outcomes through match-fixing or approaching players with offers of financial gain. While Bet365, one of the prominent sportsbooks mentioned in the investigation, denies involvement in such activities, the revelations from Australia's sports leagues are likely to intensify scrutiny. Similar issues have been investigated in other countries, such as Brazil, leading to match-fixing scandals that have shaken the soccer world. The exposure of this lucrative betting scheme within Australian sports leagues serves as a reminder of the importance of ensuring transparency, maintaining the integrity of the games, and safeguarding the interests of players and fans alike. The revelations are expected to prompt discussions and potential reforms to address the risks associated with undisclosed contracts and the influence of sports betting on all levels of sports, including matches involving young players.

SkyCity Allocates AU$45 Million in Anticipation of Austrac Penalty

SkyCity Entertainment Group, a prominent player in the entertainment industry, has taken significant steps to address anticipated civil penalties stemming from anti-money laundering (AML) non-compliance issues at its SkyCity Adelaide facility in Australia. The company has allocated a substantial provision of AU$45 million (£23 million/€27 million/US$29 million) to tackle these potential penalties and related legal costs. The Australian Transaction Reports and Analysis Centre (Austrac) initiated federal proceedings against SkyCity in December of the previous year. These proceedings were in response to serious and systemic non-compliance with AML and counter-terrorist financing (CTF) regulations observed at the SkyCity Adelaide venue situated in South Australia. Each violation cited by Austrac carries a maximum civil penalty range between $18 million and $22.2 million. Despite the ongoing nature of the case for the past eight months, SkyCity has proactively earmarked the AU$45 million provision to cover the expected penalties and associated legal expenses. Predicting the precise scope of potential penalties remains challenging, as SkyCity underlines that the specific nature and extent of contraventions drive Austrac's determination of penalties. These factors encompass aspects such as the magnitude of the contraventions, incurred losses, remedial measures adopted, and the business's financial position. SkyCity's statement reads, "The size of any penalty SkyCity Adelaide is exposed to could vary materially from the amount of the provision and significant uncertainties remain. Any eventual civil penalty applied to SkyCity Adelaide in relation to the proceedings may be significantly higher or lower than the provision. The timing of any civil penalty to be paid by SkyCity Adelaide is also uncertain." Demonstrating its commitment to addressing Austrac's concerns, SkyCity has initiated corrective measures. In May, the Consumer and Business Services (CBS), the regulatory authority of South Australia, ordered the company to conduct an independent review of its AML and CTF programs. This review encompasses the implementation of enhanced programs and the casino's adherence to ongoing AML and gambling harm minimization obligations. Notably, SkyCity's response to the Austrac case has resulted in the suspension of Hon Brian Martin's review of SkyCity Adelaide's suitability to hold a casino license, pending the outcome of the civil penalty proceedings. While the exact financial impact remains uncertain, SkyCity's proactive stance in setting aside AU$45 million demonstrates its commitment to addressing regulatory concerns and upholding AML standards. The company's dedication to corrective actions underlines its intention to maintain a compliant and responsible business approach.
